Italy has until March to respond to the condemnation received from the UN Committee on the Rights of Persons with Disabilities due to the lack of legal protection of caregivers. While waiting for the definition of a national regulatory framework, with the parliamentary debate stopped since 2016, the Regions each move according to their sensitivity and their economic resources, in some cases also triggering the discontent of the associations. Meanwhile the new Minister for Disabilities Alessandra Locatelli repeatedly reiterated that taking back the definition of caregiver protection is one of its priorities.

AFFAIR CAREGIVER
While the Lazio Region recognizes the figure of the family caregiver for the first time (with the modification of a regional law which provides for a series of practical actions to support this figure), the Lombard associations denounce a totally inadequate bill.
It now seems clear that a national response is needed, more than ever now. On this issue on Friday 18 November, in the Chamber of Deputies, the Minister for Disability, Alessandra Locatelli, answered the urgent question the first signature of the Hon. Grippo (Az-IV) concerning relevant initiatives for the full recognition of the rights and protections of family caregivers, also in the light of the recent pronouncement of the United Nations Committee on the Rights of Persons with Disabilities – text no. 2-00009.

Aid ter law, entry into force
With 100 votes in favour, 5 against and 55 abstentions, the Senate Assembly, on Wednesday 16 November, definitively dismissed bill no. 311 of conversion, with modifications, of the legislative decree n. 144, containing further urgent measures in the field of energy, business and PNRR policy, approved by the Chamber. The bill had been hinged on the same day in the Assembly, with the report of sen. Damiani (FI), on the mandate given to him in the session of Tuesday 15 November by the Senate Budget Commission. The proposed law on oncological oblivion
On 14 November, the bill presented by the Senators of the M5S, Castellone and Pirro containing “Provisions on right to oblivion of people who have been affected by oncological pathologies” (AS. 113) was assigned to start the examination at the 2nd Justice Commission.

DL Nato and Calabria, deadline for amendments set
During the past week, in the Senate, the examination of the so-called DL Born and Calabria, bill converting the decree-law of 8 November 2022, n. 169, containing urgent provisions for the extension of the participation of military personnel in the strengthening of NATO initiatives, of the measures for the health service of the Calabria region, as well as of Commissions at the AIFA” (S. 299 – Speakers Sen. Menia (FDI) and Sen. Minasi (League)).
After the text illustration phase, the Committees have decided to set the deadline for tabling amendments at 12.00 on Thursday 24 November. In particular, in article 3 of the text yes extends the term of office of the Members of the Technical-Scientific Advisory Commission and of the Pricing Committee operating at the Italian Medicines Agency (AIFA) until 28 February 2023.

The Ministerial Decree on the Fund for the right to work of the disabled
On Monday 14 November in the Official Gazette no. 266, the Decree of the Ministry of Labor and Social Policies of 26 September 2022 was published, attributing to INPS, for the year 2022, resources from the Fund for the right to work of the disabled.
The full text of the decree is available at following link. With it it is established that for the year 2022, the aforementioned Fund has a total of 76,220,440.00 euros.
Implementation of the law on disability, the response of Minister Locatelli
On Wednesday 16 November, during the Question time in the Chamber, the Minister for Disability Alessandra Locatelli (Lega) answered the question signed by the Hon. Panizzut (League) concerning elements regarding the implementation of the law n. 227 of 2021, delegating the Government with regard to disability – text no. 3-00018.

L’Chamber of the Chamber of deputies will resume work, tomorrow Tuesday 22 November at 11.00, for the performance of interpellations and interrogations. Wednesday 23 November 15.00 will take place on Question timeand will also be examined motions concerning initiatives for the elimination of violence against women. Urgent interpellations will take place on Friday 25 November, 9.30 am.

In Senate HallThursday 24 November at 10.00 a debate on the International day against violence against women (Rai live). The week from 21 to 25 November will be mainly dedicated to work of the commissions.
